📢 Grand Plenary Debriefing of Exchanges between Young People and Members of Government 🇨🇲✨

The Grand Plenary to review the exchanges between the young people and the Members of Government is being held today, 11 February 2025 at the Hilton Hôtel under the chairmanship of the Chief, Dr Joseph Dion Ngute, Prime Minister, Head of Government, represented by the Minister of State, Minister for Higher Education, Jacques Fame Ndongo. In the presence of the Members of Government present, this event marks the culmination of discussions held throughout the Onzaine de la Jeunesse, offering young people from the 10 regions and the diaspora a unique opportunity to express their concerns and expectations.
The event was attended by several members of the government, including the Minister for Youth and Civic Education, Mounouna Foutsou. Together, they are discussing with young people the challenges and opportunities that concern them, while exploring concrete solutions for their future.
This high point of dialogue and consultation reflects the commitment of the authorities to strengthen the participation of young people in governance and to respond effectively to their aspirations.

🎙️ Government Spokesman

René Emmanuel SADI, in his capacity as Government Spokesman, emphasised the importance of the exchanges between young people and members of the Government. He aligned these exchanges with the government's development policy, in particular with the participation of young Cameroonians.

🎙️ The CNJC

Through its dynamic President, Fadimatou IYAWA OUSMANOU, the National Youth Council of Cameroon (CNJC) is reporting on all the 3changes taking place on the occasion of the 59th edition of Youth Day 2025. It expresses the satisfaction of young people who had the opportunity to express their needs, aspirations and proposals to the Government.

In his speech, the Minister for Youth and Civic Education, Mounouna Foutsou, recalled the very important context in which these discussions were being held, following the national consultations that led to the formulation of a document summarising the recommendations.
The resolutions of the discussions between the members of the government and young people, the summary of which has just been presented, will be consolidated and will henceforth constitute what will be called the youth plan document.

He continued:
Dear young people, I invite you to seize and take advantage of the opportunities presented to you by the members of the government during these discussions.

🎙️ Closing remarks

In his capacity as representative of the Head of Government, Chief Dr Joseph Dion Ngute, the Minister of State, Minister of Higher Education, Jacques Fame Ndongo, made closing remarks in which he invited young people to seize the opportunities of their time to secure their future. According to him, the exchanges between the young people and the members of the Government meet the expectations of the State in terms of the participation of Cameroon's youth in the development of their country. He invited them to be realistic in formulating the proposals to be implemented in favour of their cause.

The Prime Minister, Head of Government, has asked me to thank the members of the Government for their contribution in responding to the concerns of young people.

Young people have asked questions that are relevant to the global context," he adds. He also praised the legendary modesty of the Minister for Youth and Civic Education, Mounouna Foutsou, who played his part in setting up the government's communication platform with young people. The Prime Minister also thanked him.

I am pleased to announce that February is now "Cameroon Youth Month", says Minetat/Minsup.

I am asking the Minister for Youth and Civic Education, who is present here today, to finalise the strategic framework of the Youth Plan.

It is with this high prescription from the Prime Minister, Head of Government, that I declare the plenary session of exchanges between young people and members of the Government closed.

📸 Background to the Grand Plenary for the Restitution of Exchanges between Young People and Members of Government

The Grand Plenary to review the exchanges between the young people and the Members of the Government is part of the 59ᵉ edition of the Fête de la Jeunesse, which places particular emphasis on the inclusion and active participation of young people in governance. This event, which marks the culmination of a series of dialogues held throughout the Onzaine de la Jeunesse, provides a formal framework for consultation between young people and the highest State Authorities.

At the Very High Prescriptions of the Head of State, these exchanges were instituted to enable young people from the 10 regions of Cameroon and the Diaspora to interact directly with Members of Government on the major issues affecting them. This year, for its 5ᵉ edition, the major innovation lies in the sectoral organisation of the discussions, which took place throughout the Onzaine, with a final restitution in the presence of the Prime Minister, Head of Government, Chief Dr Joseph Dion Ngute.

This plenary session, held after the parade on 11 February, aims to centralise the concerns raised by young people, to assess the commitments made by the Government and to outline the prospects for concrete action. It symbolises an important moment for republican dialogue and for consolidating the link between young people and the institutions.

In addition, similar meetings are planned at devolved level, chaired by local administrative authorities, as well as in Diplomatic Missions, under the aegis of Heads of Mission. This decentralised approach strengthens the ties between young people and the governing bodies, consolidating their active role in the development of Cameroon.

▪️ General objective

To provide an institutional framework for dialogue between young people and the highest State authorities in order to examine the concerns raised and strengthen their participation in public policies.

▪️ Specific objectives

1. Summarise the sectoral discussions held during the Onzaine de la Jeunesse in order to identify the priority concerns of young people.

2. To enable young people to express their expectations and proposals directly to the Members of the Government, in the presence of the Prime Minister, Head of Government.

3. Evaluate the commitments made by the authorities at previous editions and measure the progress made in favour of young people.

4. Strengthen the participation of young people in governance by involving them actively in the development and monitoring of public policies that affect them.

5. Promote intergenerational dialogue by encouraging a constructive exchange between young people and decision-makers on the country's economic, social and political challenges.

6. Boost the involvement of the diaspora by integrating their concerns and contributions to national development.

7. Encourage the Government to make concrete commitments in favour of young people, with a view to improving their socio-economic integration and strengthening social cohesion.

8. Ensure transparent and participatory communication, reporting to young people on current government actions and future prospects.
