📸 Background to the Grand Formateurs (GF) training workshop

One of the missions of the Ministry of Youth and Civic Education (MINJEC) is to promote and strengthen civic education. Decrees n°2011/408 of December 09, 2011 on the organization of the Government, and n°2012/565 of November 28, 2012 on the organizational chart of the Ministry of Youth and Civic Education, specify some of these missions, in relation to the need to promote civic education in Cameroon. These texts stipulate that this ministerial department ensures:
Development and monitoring of civic education programs in schools, universities and extracurricular activities, in liaison with partner administrations;
Development, promotion, supervision and coordination of civic education and action activities.
The implementation of this civic education mandate is taking place this year in a context marked by the rise and persistence of acts of incivism at various levels of society. In his address to young people on February 10, 2013, the Head of State, His Excellency Paul BIYA, President of the Republic, made a fundamental observation when he expressed himself in these terms:
"The moral standards of our young people are deteriorating (...). The peaceful and prosperous society we want to build will be undermined from within if these advances are not accompanied by progress in public morality (...) Our churches, temples and mosques must once again become real schools of civic-mindedness, rigor and morality" (Paul BIYA, Extract from speech to youth, February 10, 2013).
In his traditional message to the nation on December 31, 2022, the President of the Republic emphasized these contextual elements which are detrimental to the building of citizenship, when he said: "(...) the worrying rise in incivism, violence, disrespect for elementary norms or the established order".
Moral, civic and entrepreneurial rearmament (REAMORCE) has thus become one of MINJEC's major strategic levers around which its central, sub-corporate, attached and decentralized structures rely to continue promoting the positive values of unity, solidarity and national integration within Cameroonian society, threatened, like most countries in the world, by the sharp rise in uncivil behavior and deviance among young people and even the population as a whole, which have a considerable impact on the harmonious and optimal functioning of Cameroonian society, thereby jeopardizing the vision of the Head of State, His Excellency Paul Biya, to make Cameroon an emerging country, united in its diversity.
The announcement of the "Plan Triennal Spécial Jeunes" (PTS-Jeunes), a special gift from the President of the Republic to Cameroon's youth, on the occasion of the celebration of the fiftieth anniversary of the holiday dedicated to them, enabled REAMORCE to emerge and establish itself as one of the conditions for accessing funding, following registration with the Observatoire Nationale de la Jeunesse (ONJ). The PTS/Jeunes, it should be recalled, is a global strategic framework built around governmental and non-governmental programs dedicated to mentoring and accompanying young people to improve their integration into productive society and their contribution to inclusive growth.
Since this announcement, the REAMORCE actions developed by MINJEC have gained in intensity, multiplying and strengthening. In addition to training young people as part of the compulsory and voluntary periods of the Service Civique National de Participation au Développement (SCNPD), and training cohorts of young people in the Centres Multifonctionnels de Promotion des Jeunes (CMPJ), or one-off training of specific targets by its various structures, in 2023 MINJEC created the REAMORCE center in Nkolnda. These training courses are based on the updated National Civic Education Program, which now emphasizes Moral, Civic and Entrepreneurial Rearmament, abbreviated PRONEC-REAMORCE.
The national training workshop for Key Trainers, which has been held at the beginning of each year at least since 2020, helps to reinforce Key Trainers' understanding of MINJEC's vision, harmonize procedures and intervention tools, and enrich training content. Since then, these workshops have been organized as a prelude to regional training sessions, to ensure that trainers continue to assimilate these framework elements at regional level.
Over the course of 2022, the Ministry of Youth and Civic Education has extended its training operations to the departmental level. A total of 58 departmental training sessions were organized, under the effective chairmanship of the Prefects. The main innovation of these departmental training sessions was to present REAMORCE online, with its new unconnected version, the explanation of the updated National Civic Education Program (PNEC), now called National Civic Education Program through Moral, Civic and Entrepreneurial Rearmament (PRONEC-REAMORCE).
This program aims to enable every citizen to learn and/or relearn civility, citizenship and the fundamental values of integrity and living together within the national community, which is essentially plural, multi-ethnic and multicultural.
In 2023, Great Trainers training workshops were organized. The first, held at the Palais Polyvalent des Sports de Yaoundé (PAPOSY) on January 18 and 19, brought together regional inspectors from MINESEC and MINEDUB, who were to duplicate the training in the 58 departments of the national territory. The second workshop was held at the University of Ngaoundéré during the University Games. The aim was to equip higher education trainers with PRONEC-REAMORCE so that it could also be implemented in higher education.
This year's REAMORCE/PTS-Jeunes training courses are aimed at upgrading the skills of Great Trainers, based on the teachings of Mind Education, a Korean tradition of training to change mentalities. From October 28 to November 7, 2023, a delegation of twenty-five (25) leaders from Cameroon's Public Administration and National Youth Council took part in a Mind Education training course in Suwon, South Korea, in response to an invitation from the NGO International Fellowship (IYF), which has offices in Cameroon and several other African countries. The course enabled these managers to familiarize themselves with the reference framework, tools and methods developed to put Mind Education into practice, but also, and above all, to immerse themselves in the Korean reality in order to understand the levers behind the miraculous and spectacular rise of South Korea, which has overcome precariousness to become the world's 6th largest power in less than half a century.
The organization of the very first World Youth Camp in Cameroon, to coincide with the 58th Youth Day celebrations, will see the participation of the Founder of IYF, accompanied by some fifty Mind Education Experts, who will be staying in Cameroon to run this World Camp, which will mobilize around five thousand (5000) young people from all over the country. This is an ideal opportunity for MINJEC to enable a large number of Cameroonian players to benefit from the teachings of these Korean experts, who are a worldwide reference in the field of mindset change training.
The organization of the National Workshop for Grand Trainers at this precise moment will enable some 250 leaders from various public and private administrations, associations and youth movements to benefit from the training provided by these Experts from Korea, with a view to updating the vision, objectives, contents and current training approaches within the REAMORCE framework.
The present terms of reference specify the workshop's objectives and expected results, the definition of the implementation activities, the details of the teams of Coordinators, Experts and Consultants as well as those of the expected Participants, the workshop's protocol format, indications on the duration, date and venue of the workshop as well as a statement of related requirements.
